Jean D. Francis, Ph.D.
Founder & CEO
Dr. Francis established JELI Management Company, LLC, in 2019, to provide Precision inspired Financial and Performance Management services into Acquisition Management. She is responsible for directing corporate strategies to grow and improve the company while ensuring alignment with a commitment to deliver unparalleled client service and workplace excellence.
Prior to starting JELI Management Company, LLC, Dr. Francis serves as a professor with Embry-Riddle Aeronautical University-Worldwide (ERAU-W) and American Public University Systems (APUS)/American Military University (AMU) for the past seven years. She is an expert in engineering economics, managerial finance, organizational behavior, organizational development, leadership development, team building, human resources management, and career development. Dr. Francis is primarily responsible for shaping the company’s direction. In that capacity, she establishes growth, priorities, and strategies.
Prior to serving with ERAU-W and APUS/AMU, Dr. Francis served as a Project Manager with the Department of Justice (DOJ), Office of the Chief Financial Officer (OCFO) as principal advisor to the Chief Financial Officer (OCFO) and the Deputy Chief Financial Officer (DCFO) in planning and implementing an integrated budget automation system for enhancing the Agency’s budget processes.
Dr. Francis retired from the Federal government after 25 years of service in procurement, budget, and financial management for top-tier government agencies to include: the Department of Defense (DOD) Pentagon, Department of Interior (DOI), Department of Homeland Security (DHS), and the Department of Labor (DOL), where she oversaw, formulated, and executed budgets ranging from $581 million to $7 Billion, annually.
Dr. Francis earned a master’s of science degree in business and management, specializing in financial management, and a bachelor’s of science degree in business and management from the University of Maryland, College Park. She also earned her Doctor of Philosophy in Organizational Management, with a specialization in leadership, from Capella University.
Mr. Lionel E. Francis Sr.
Mr. Francis has 17 years of experience working in the Intelligence Community in a variety of roles. Mr. Francis served in the United States Army and retired after serving 23 years. He is an accomplished leader with strong communication skills and a proven track record in conducting thorough data analysis, implementing process improvements, and reducing financial waste and lost opportunities.
His experience includes System Administrator of a sophisticated system for the Defense Intelligence Agency in Washington DC. He is responsible for the day to day operation of the entire agency's security system. He also maintains said system and keeps it 100% operating to protect approximately 25,000 people stretched around the world on every continent. His proficiency includes project management, training, and maintaining all DIA intelligence facilities in the National Capital Region (NCR). Provide expert training to cleared personnel to work on or operate sophisticated software driven systems that provide top-notch security to the workforce. Worked closely with entities IT, network and server teams on the Top Secret Joint Worldwide Intelligence Communication System (JWICS) to provide top quality security.
As JELI Management President, Mr. Francis provides a wealth of knowledge to our clients and is responsible for client-facing operations, team management, customer satisfaction, and business development.
